his guide explains how to grant, revoke, and delegate authorizations required for conducting background checks by vital service providers.
Vital service providers (VSPs) can:
- Authorize natural persons to perform background checks.
- Grant authorization to legal entities as contractual partners.
- Authorized contractual partners can further authorize natural persons to perform background checks.
- Contractual partners may delegate their authorization to another legal entity once.
- Sub-delegated contractual partners can authorize natural persons but cannot delegate further.
Authorized individuals and representatives of contractual partners (including sub-delegated ones) can continue to perform criminal record queries in the e-Business Register.
Adding an Authorization
- Log in as a company representative via https://www.eesti.ee.
- From the left menu, select “Authorizations”.
- Click “Add Authorization”.
- Search for the representative by personal ID or registry code.
- You can authorize:
- A natural person to perform background checks on behalf of the VSP or its contractual partner.
- A legal entity as a contractual partner, which can then authorize a natural person to perform checks.
⚠️ Only the VSP can grant contractual partner authorizations. Contractual partners cannot delegate this themselves, but they may delegate once (see point 7).
- In the e-Business Register, under namespaces and roles, add:
- “Vital Service Provider Background Checker” role for natural persons.
- “Vital Service Provider Contractual Partner” role for legal entities.
- Click “Next”.
- If authorizing a legal entity, you can specify whether it may delegate its authorization once.
- You may set a start and end date for the authorization.
- To set an end date, uncheck “Authorizations are indefinite”.
- Review the data and confirm the correct person is being authorized.
- Click “Add”.
The authorization is now added. You can manage all authorized persons under “Representatives and Authorized Persons of Legal Entity”.
Removing an Authorization
- Go to “Representatives and Authorized Persons of Legal Entity”.
- Find the person whose authorization you want to remove.
- Click “Open”.
- Uncheck the relevant role:
- “Vital Service Provider Background Checker”
- “Vital Service Provider Contractual Partner”
- Click “Remove”.
The authorization is now removed.
Delegating a Contractual Partner Authorization

View authorizations granted to your company under “Authorizations Granted to Legal Entity”.
- Find the contractual partner authorization and click “Delegate”.
- Search for the legal entity by registry code.
- Check the box for “Vital Service Provider Contractual Partner”.
- Click “Next”.
- Optionally, set start and end dates.
- To set an end date, uncheck “Authorizations are indefinite”.
- Verify the data and click “Delegate”.
You can view and remove delegated authorizations under “Authorizations Granted to Legal Entity” by clicking “View Delegations”.
To check for criminal records, you must continue in the e-Business Register.
