Change in access to beneficial ownership data from 10 July 2026

From July 10, 2026, the access rights to beneficial owners data in the e-Business Register will change

Authorized persons designated by the Ministry of Finance will be able to access the data by logging into the e-Business Register portal as a contractual partner.

New contractual partners and those contractual partners to whom the Ministry of Finance has not added rights by default will be able to submit an application for access to the data in the e-Business Register environment from July.

Access restrictions apply to both individual queries in the e-Business Register and the use of API services. Data on beneficial owners will not be published as open data files from the date the amendment enters into force.

The Ministry of Finance will also decide on the right to use the API service; in the future, entitled persons will receive data via the Beneficial Owners API service (beneficial owner data will not be transmitted from the Detailed Data API service after the change).

However, the contractual partners who have been granted access must themselves assign the appropriate rights to each user who, in their opinion, should have access to the data; by default, access is restricted to all users. Users who make inquiries must log in using an e-ID (Estonian ID card, Smart ID, Mobile ID or EU eID). We recommend that the administrator user first check whether a personal identification number has been added to the user's data so that the corresponding connection is established when logging in. The administrator users of the contractual partner will also be able to add rights from July 2026.

We will add more detailed instructions and explanations to the help portal on an ongoing basis.
The general terms and conditions for using the query systems will also change accordingly from 10.07.2026. The information about updated general terms and conditions will be published on the help website no later than 10.06.2026.
