A new classification of activities will come into effect from the beginning of the year.

The new Estonian Classification of Economic Activities (EMTAK 2025) will enter into force in January 2025, which is an adjusted version of the European Classification of Activities NACE. From this date when establishing a new company or submitting an annual report, the activity has to be selected from the new EMTAK.

The location, structure and general classification of the classification of activities will remain the same. Compared to the previous version, the intermediary services will have separate activity codes, which will help to distinguish activities more precisely, there will be no more distinction between digital and other channels. Some names and descriptions of activities have also been updated in EMTAK 2025 to reflect modern practices.

In the case of registered entrepreneurs, the activities in the register will initially remain the same when the new EMTAK is introduced. Their adjustments will be made according to the submission of the 2024 annual reports, with which entrepreneurs will report their main activities.

According to Tambet Artma, the Business Register Team Lead of the Centre for Registers and Information Systems, entrepreneurs cannot independently change their field of activity in the register. Their activity will be reported in the annual report, which outlines the activities resulting from the distribution of income.

“In the case of a change concerning the fields of activity, it is recommended to pay attention to the preparation and submission of the annual report, because the previously selected field of activity code or name may be changed in the new EMTAK. However, this certainly does not affect all entrepreneurs, because there are many fields of activity that have remained the same,” said Artma.

An earlier version of the classification of fields of activity will be in use until 31 December 2024. The Business Register environment will be updated by EMTAK from 1 January.
